Effect Veiler, Majestic Star Dragon, Breakthrough Skill, and Mermail Abyssgaios are similar in that their effects, when they resolve, do nothing more than try to negate effects.
What if the card does something else? You may still use these while Skill Drain is on the field, for example.
An example is Void Trap Hole, whose text tells us that it will only destroy a monster if it is able to negate its effects first. What about Skill Drain itself? Can it be activated if another one is already on the field? Well yes, since Skill Drain continuously applies and does not have to affect a monster at resolution.

The opponent does not get an opportunity to activate a Quick Effect until after the turn player performs an action.
TSM Player A has the right to banish Rescue Rabbit at the begining of his Mp1 because the turn has just begun and he has the right to make the first move in his main phase 1 then his opponent can respond accordingly, but since rescue rabbit has already registered board state and is on the field for more than a turn Player A can choose to banish the rabbit and the opponent will not be able to activate effect veiler in response because the cost to banish rabbit has already been met.
